The Problems of the 17th Century Ottoman Cavalry and Their Search for Solutions in Nasihatnames

Abstract

The very fundamental problem of the Ottoman high elite in the end of 16th and the onset of 17th centuries was the declining process of the empire. In this respect, many produced Nasihatnames, Islahatnames and Siyasetnames. Siyaset, originally Arabic, means to protection of the ruler over his subjects. This definition changed over time and gained the meaning of politics, diplomacy and state affairs. Besides, Nasihatnames aimed to provide guidance to the elites, rulers and princess how to govern the state. These written works contain many issues ranged from politics and military to economy and law. Plenty of thesis, articles and books were produced concerning aforementioned issue. Inspired by Nasihanames, many research dedicated to cast light on the state problems. In this respect, this humble study based on “Kitab-ı Müstetab, Koçi Bey Risalesi, Kitabu Mesalihi'l Müslimin ve Menafii'l- Mü'minin, Hırzül Mülük and Muhayyel Bir Mülakatın Zabıtları” tried to illuminate reasons of the deterioration of the cavalry and the recommendations to them.
