The Role of Political Parties in Presidential System: The Case of Turkey

Abstract

The parliamentary system in Turkey, though disrupted by the pulses of more than 100 years has reached a certain maturity. However, some problems stemming from the parliamentary system brought along the search for the government system. In this context, the presidential system, which was occasionally voiced in the post-1980 period, was more pronounced after the 24th Legislative period with the claim that the executive would ensure its effectiveness and quick decision-making and finally the transition to the new system was accepted with the referendum on April 16, 2017. It is seen that the government systems are living and advancing in different dynamics in each country. Because, in the United States, it should not be ignored that the unique structure of political parties is very important for the functioning of the presidential system. In Turkey, political parties held in June 24, 2018 for the presidential and parliamentary general elections that took place after the actual transition to a presidential system with debate and opposition parties in opinions on the framework for a return to parliamentary system shows resistance to the system. The undisciplined and loose organizational structure of the presidential system, the model country of the USA, contributes to the operability of the system. Said study focuses on Turkey in a disciplined party said changes to keep up with order with Turkey in the presidency of the assumption that the correct proportions over the course of the progressive process of moving to a presidential system of relations with political parties of the case.
